Scapa Flow is a fun harbor to raid, and challenging. I have been there a few times, and every time i went in it seemed there was something different.
I have had light cruisers, battleships, troop ships and practically nothing - each time i went was something different.
i would encourage you to raid it again some day, im sure if you penetrate close enough to the naval base there you will find some juicy targets at the docks... another thing to consider is the sub nets... i think later in the war the moored ships are protected by anti submarine nets so anything you shoot that isnt a surface runner will hit the nets.
