I think that the actual radio channels may be numbered differently in SH4 but I'm not a 100% sure.
SH5 radio station channels are numbered with spacings of "11" as per the copy of my radio.ini below.
I suggest checking your events.ini in the events folder as well with Radio Station Manager to make sure that they are all in order.
While trying to get my radio working correctly, I printed out the events.ini so that I knew the date and time of the upcoming news broadcast.
Most radio station news events only occur once or twice a month so it's easy to miss them if you're not surfaced with the radio on at that exact time.
EDIT: The "old" version of Grossdeutscher Rundfunk that I'm using doesn't have an Events folder, rather just has everything in the main folder so just plays everything sequentially, music and news events at the same volume as you can see by the MusicVolumeOnNews=20.9 in my radio.ini (waiting for someone to come up with the missing
