Unless the "eye in the sky" was already in the sky before the incident it won't have much of a chance to get there in time. As for the radio signal, good luck radioing ahead about the directions the guy is taking when he will have run out of sight after 25 seconds. It's a shame but there is a reason why Youtube is full of "Ran successfully away from cops on my superbike" clips.
And even if they can keep up, they can't PIT them or use spike strips or anything. Look at this, this piece of **** could even get away after totaling his (stolen?) bike while the cops are right behind him:
