It is to stop the periscope being used under water to cheat!
It is easy to unrealistically use the periscope to see all around you and use this to avoid escort ships & sea mines. |
In that way of thinking then would be better to also deactivate F12.
Because it also promotes the cheating not only by moving ahead the boat but also above water.
