I will try to summarize modifications to the "steam version" of the game for you. I hope that this helps.
First, there are two types of mods to the game. The first are mods that effect the data files of the game itself. The second, and more difficult ones to make happen, are those that patch the game program directly. Both can be done, but the process to patch the program has layers of difficulty built into it.
The modifications that effect data files are pretty straight forward. The process is to download the mod, extract the mode, use the JSGME mod
importer to load it and follow the documentation, usually found in the data directory of the extracted mod files. Create a MODS folder in the root steam game directory. This directory is c:/program files (x86)/Steam/Steamapps/common/<game name directory>/MODS. You create the MODS directory either during JSGME install or manually before you install it. Either way, make sure that the mod installer is pointing at the MODS directory.
The second type of mod is much more difficult to do, hence the reason why the perception is that steam's implementation of the game cannot be patched. The process itself is difficult to do and is not automated. There have been attempts to automate, but there are issues with that effort that interfere with the process and it errors out. The STEAM game is "patched to version 2.1" as is, but I'm not sure if this incorporates all of the patches referred to in the forum. This process is not 100% full proof and your game may not run after you patch. It's a hassel to do and it may not work and may trash the install from steam. I consider myself sophisticated in the use of computers and I have not tried it. There are just allot of potential problems that I don't want to take on and solve.

The instance of the game is not perfect, but I have voice recognition and many other mods that add to the immersion and realism factors. These have proven to be highly stable with no problems with crashes as installed.
To conclude, the Steam Game can be modded if not patched and is quite stable after modding. Do make sure that you read the documentation before you install as some mods will use the same files as others. These you need to know about.
