The Recognition Manual only open's for the countries that have at least one military unit (ship). So, this is why Red Cross don't open (hospital ship only). But the GW's Roster folder have some little flaws on it. So all these countries that are not open now don't have any military unit on the roster folder. I already fix this problem and will be "on line" soon.

All the non military units on the game, for all countries, opens on the Handelsschiffe (merchants) section of the recognition manual. The Hospital ship is there.
