In real life, no U-boat flotilla was ever based at Konigsberg.

Just out of perverse curiosity I looked up Königsburg, and it appears that the now Kaliningrad Russian naval & air base was also the 32nd U-boat training flotilla's base. http://en.wikipedia.org/wiki/32nd_U-boat_Flotilla "in April 1944 under the command of Fregattenkapitan Hermann Rigele, a WWI veteran. b.1891-d.1982 age 91! It trained mostly Type XXIII U-boats. It was transferred to Hamburg in January 1945, and in March put under the command of Korvettenkapitän Ulrich Heyse." As with several training flotillas, there was apparently no flotilla emblem.
