This is a bug that comes with the stock game, and we've been living with it for ten years now.
However, there is a
fix. This is a wonderful super-fix for several problems, the only downside being that it's a bit of a hands-on tool. You have to work with it to get some of the benefits. The Watch Officer fix comes with the basic installation, so it's no problem.
