Otherwise, a good way to think about WiTP: it's a super-detailed logistics simulator where every once in a while some combat happens
It's a game that you win not by brilliance in combat, but by building up a sound system of supply, replenishment and support, and disrupting the enemy's. It's very much a general-quartermaster's view of the war, not a fleet commander's nor the president's, and certainly not a tactical commander's.
