Usually it happens after a bad uninstallation of one or more mods.
Try this:
ROLLBACK SH3 COMMANDER if you are using it
UNINSTALL ALL YOUR MODS with JSGME
REINSTALL NOW IUB 1.03 and PATCH 1.1 IN ORDER
