I don't get any patrol area any more. When I load a save I always get the message that my base was changed to Wilhelmshaven (where I started my career but requested transfer to Lorient.)

However, in the summary my start base and return base is Lorient. Any one know why I don't get a patrol grid any more? Below are my mods, maybe one of them is to blame?
