"Someone modded some oil tanks that can be blown up"
That was Traveller. He made some outstanding mods that are in the download section. He made the SOS for the american side do 100% destroyed engines or running out of gas could result in a call for help and be saved by returning to base with a renown deduction. He has some very clever additions to his mods.
