I don't particularly care
who mans a station, as long as the station is manned. If you double-click on a compartment, it will fully man it as long as there are people to man it. I do not use the various "diving stations, surface stations, etc." buttons down at the bottom right. As I recall there was a possible crash bug or something related to those anyway.
In Stock SH3 the only serious officer bug is the WO never goes up onto the bridge when you surface. You have to manually place him there unless you install the H.sie patch.

Once your man gets the second-to-highest possible medal, he no longer fatigues. So I try to get my sonar/radio guys non-fatiguable first, then my officers, then my torpedomen, etc.
Some people turn off fatigue but to me building up an awesome crew is part of what makes you get a feeling of investing in them.

The more skill they have, the better they will operate. Though I find that there are still times even with the best crew that you will hear things manually that they don't report.
