I get this all the time with GWX and a few mods.
You will not always send a contact report. If you've recently sent one on the contact, I don't think it sends another. You'll get the "Report Sent" dialog, but if you go look at your message log, no message is actually sent.
Also, your crew has to be able to see the contacts before the radio contact will send. Not just you.
You might be able to see the contacts, but if your crew can't, then no contact report will get sent.
Basically you have to wait for your crew to say, "Ship Sighted!" Then you can send the contact report.
