You also have to consider the distance to it when you fire, and the distance to it when the torpedo is supposed to hit. There is a minimum arming distance around 400 meters. As the destroyer or whatever is coming towards you the distance between it and the torpedo decreases quickly. When they meet the torpedo has probably not reached it's arming distance.
