I had a similar problem with a different Ubisoft game recently.
What worked for me was to uninstall the Uplay program (I think it's called Ubisoft Game Launcher in the Control Panel). Delete any remaining Uplay launcher files. Reboot. Go to the Uplay website at Ubisoft and reinstall the program.
One thing to make sure is that you know your Uplay login information. If you've already associated a Uplay account with your CD Key, you have to use the same account to play the game.
