Its not really a "new administration" its a whole new goverment. Basicly they are (well now
were) saying that their consitution (that was just written) prohibs this act. He commited the act before the law was on the books infact the "books" didn't exist since the goverment didn't exist. Even
IRAN has an Ex Post Facto law (Article 169 Chapter 11 of the Constitution of the Islamic Republic of Iran)!!
