I think both issues were bugs. I resolved the "problem" by loading different/additional mods. So this is the new loadout:

NYGM Tonnage War V2.5 – Stand Alone Version

Restore Gods Eye View

3rd Flotilla Mod
NYGM HiRes Submarines
