Yes, this is normal. You have been detected by the onboard radar on some Japanese units, not all. The detection range of the radar type 22 is about 17 km.
To answer the original question, the Japanese vessels have no radar detector itself. However, they know when they are affected by your radar emissions, but not finely know where they come from. Then they suddenly start in the search. The change in attitude is obvious.
