Actually, in an attempt to be serious, I do think this is sort of annoying and I've had it happen on those occasions when ending a patrol early, but IMHO it doesn't have much impact outside of playtesting.
Like getting 200 points on the SAT just for getting your name right.
The point (if you could call it that) here is that if getting those freebies you mentioned is the only way a player accumulates renown and promotions and medals, they're still not going to accumulate enough to really make a difference. So the medals and experience aren't really "meaningless" - a player has to actually do something to really make the most of winning them.
