If it is a repeated 'offense' then definitely ..yes.
It might be the 'first time', and if the
gravity is not explained to the youth in the most determined way... they may never learn.
Which also begs a question about the parents... and their children's 'life' education. There are so many stoopid irresponsible parents out there ??
