I would have assumed that any calls between two different towers (ie if the customers are in two different hexes) are routed via fiber optics between those towers (ie via the common telecom grid), which is obviously NSA controlled.

So the only reason to do this would be to intercept call data for calls within the same cell, but this is easier made by forcing the operators to install relevant equipment.
