Most K-9 units I have ever seen have a specially modified rear seat with gates behind the windows even without air conditioning the dog probably would not get too hot.
I bet the guy simply forgot to roll the windows down. Of course why not simply take the dog inside the station with you?
It is your partner after all you'd not leave a two legged partner behind.
