Use the NewUIs MOD OptionsFileEditorViewer.exe ByTheDarkWraith located in the MODS\
NewUIs_x_x_x_ ByTheDarkWraith\data\Applications folder to make changes. Then re-enable the MOD for the changes to take effect.

The Telescoping Snorkel is a option in the TheDarkWraith's
NewUIs settings that you need to enable. Some manual edit may be required. See Path info to application above.
The same thing goes for setting the maximum speed for using the Snorkel.
The Hinged Snorkel is available in Bunker as upgrade option if using the MOD
Equipment Upgrade Fixes 1.4+
