The newest version of my Generic Patcher (v1.0.165.0) contains a new patch for SHSim_act: RPM inertia that addresses this 'problem'. When that patch is enabled the unit's shafts/props will not be able to 'spin up' or 'spin down' at ridiculous speeds anymore. This also prevents them from accelerating/decelerating at unrealistic accelerations. You can tailor the patch to your liking also by clicking on the Notes= of the patch and following the directions. The default settings of the new patch cut the acceleration/deceleration of the warships down to 10% of what they were before, 5% for the merchants and subs, and airplanes stay at their stock value. It also has the option of whether the patch applies these settings to the AI units, player's unit, or both.
