In real life, they would ping you to find you. Even if they did not know you were even out there. Just a twitch would make them ping.

In SH3, they can see you, nearly run you down, know you are there on the surface, but once you submerge, the AI only suspects you are there. You'd think it knows you exist and where, but it resets from "know" to "has a hunch."

And they won't ping because of that hunch. Yeah, they might bang you with a DC, but that's just their luck. They never knew you were there.

But once they get a twitch on passive... "Oh, now I know there is a u-boat here", they will start pinging and you are in far deeper trouble. It went from "I think you are there" to "I know you are there, I just don't know exactly where, yet."

Unfortunately, for our prides, that means that getting pinged by the AI means we screwed up somehow.
But it did happen to me, and more than once. I was laying on the convoy course (depth 100, engines off + silent running). Activated high TC and waited for leading escort to pass over me. Was thrown out of TC with "Enemy is pinging us!" message. Escort was not zig-zagging or something (what they do when they suspect u-boat) and then suddenly ping comes and ruins my attack.
