This sounds similar to a well documented bug in gwx where the war randomly ends. This likes to happen around spring 1941 in my game. You have to change two lines of text in Careers_0.cfg Finished=True to false and Warover=True to false. I think it also needs to be edited in Careers.cfg too.That could be where the problem will be found. Other than that it is probably a scenario where you need to perform a clean reinstall.
