I would put that on the low side of maybe. If he had money or power people probably would but since he was pretty much off everyone's radar no-one would know it even existed until after the fact. The same question could be asked of the video he posted titled Retribution at least one day before the killing spree. How come no-one noticed it? That should of raised alarms too but it didn't until too late.
