Why, this not a conspiracy theory (?)

"The directive contains noncontroversial provisions on support to civilian fire and emergency services, special events and the domestic use of the Army Corps of Engineers."
What is wrong about that, why shouldn't the military help in certain cases of civilian distress when the military has the gear to help, this is nothing new.
And, b.t.w., is there any EVIDENCE that it is planned to be used against own citizens ?

Also, probably it would be more worthwhile than guarding Afghanistan, or bombing Laos.
