Well if you look at statistics and listen to well-informed circles the US were clearly in advance regarding spying, along with England and its former (?) colonies.
Which perfectly makes sense, since IT-wise they are still advanced in that field, and they sure were 20 years ago.
Since England is alway so interested in "who started" it, i'd say this time you really
were first.
