I uninstalled all the mods out of the mods folder and downloaded Open Horizons 2 again and extracted straight to the mods folder in the JSGME file. The mod then appears on the left side and I right clicked the file and hit explore and then data but that as far as I can go because it lack appplication folder hmmmmm.
