NO! You must have an sh3.exe file PATCHED with h.sie's patcher. Then you add Stiebler's patches to THAT sh3.exe. THEN you install the patched sh3.exe using JSGME.
Your Supplement to V16B1 folder looks OK. Everything that should be there is there. Could you post a screenshot of your game folder?
