I believe VONHARRIS is referring to the impact on the long-term strategic situation - which, of course, exists only in the player's imagination. By destroying most of the Japanese tanker fleet, the US Submarine Service rendered that island nation's surface fleet, which was still quite powerful late in the war, completely impotent. The IJN literally did not have the fuel to sortie and engage the USN. It's not clear that the U-bootdienst could have achieved as much against the combined ship-building power of the US and UK, but it was probably a better bet than trying to whittle down the RN surface fleet to parity with the KM.

As I said, all of this is purely illusory, since players' actions in the game do not (Thank Heaven!) affect the course of the war in-game. But Rockin' Robbins said it: "Realism isn't about the settings. It's about how you play the game." It's fun to sort though such strategic decisions, which an R/L skipper might have to make.
