Well, the Scottish Government is determined to enact minimum pricing on alcohol, going it alone even if the UK government won't implement.
Legislation's already been passed, but the Scotch Whisky Association keeps trying to block it. The SWA failed in court, but it keeps appealing, therefore holding up implementation.

In short, if you drink and smoke "they" feel your costing the NHS too much money to treat - therefore "they" want you to stop!!!!
