Pee has (in heathly adults) greater osmotic pressure than seawater, not even considering sodium chloride. I forget the exact ratio, but seawater is something like 1osm for seawater, and urine is several times that. Urine is generally just a few moles under saturation, and seawater isn't anything near saturated.
So in reality, it's cheaper to "recycle" seawater before urine.
