For us foreigners you should consider offering the game through alternate sources than google play. Humble bundle for example, or amazon. The reason is financial: without a creditcard you cant pay on google play, and this may seem strange to americans but europeans rarely have those.

This really shouldnt be the game dev's problem. Steam is lightyears ahead of google in that respect.
