It doesn't really matter anyhow. If they start pushing launch buttons, nearly all of us will be dead, dead, deadski.
Even people in remote areas will soon feel the effects of fallout and nuclear winter. Planet Earth will be a fried cinder for centuries to come. It would be an extinction level event. The astronauts on the ISS would survive a little while longer than the rest of us. Until their supplies of food and water ran out.
