I suggest you to uninstall IuB and apply this patch to IuB 103 and reinstall it. I had a CTD earlier by doing it the JSGME way.
I don't expect it solve your problem, I launched this patch in hope that it will fix your problem in the same throw
If it doesn't fix, I will need more informations about when it happening and when it doesn't. Right now I'm testing the game with all the fixes I have made with this patch and I don't experience the stutterings. Your informations will help me to figure which part is messed up.
