This will sometimes leave you a bit short when loading torpedoes at both ends at the same time and/or manning the guns but you can't have everything.
I also run with no more than four officers so they get a break too. It makes the boat more efficient IMO.

That is exactly what I try to do, to keep the two torpedo rooms empty, couse I always forget about those guys and they are always tired. The extra crew I need, because when at combat I like to have enough crew on the repair brigade. So I was thinking of tweaking the aft tube compartiment to be a refuge for the lazy guys can go there and rest and smoke - without my knowledge of course. (I very rarely use the aft tubes)
