The Snorkels for the various types of U-boats are enabled in TDW's "Option File Editor Viewer"

When you go to "Snorkel Depth" and you order the "Chief Engineer" to "Raise the Snorkel" make sure that the "Standard Propulsion" icon changes to "Yellow"
