I do not know of any mods that can do this. If there was it would have to be compatible with “TDW’s Generic file Patcher” torpedo settings.
There is a “Tick Box” in “Game Play Options”
You can disable the “Automatic Reloads” in TDW’s Options File Editor Viewer”
My only suggestion is this:
Time how long it takes to reload in your normal game play.
Use the “Stopwatch” to add the extra time you want.
Then manually load your “Torpedo”
Check the overall time that was needed to accomplish this.
Adjust the “Stopwatch” time to meet your new requirement.
Best I can suggest under the circumstances.
Your in game play with the pressure your crew are under and "Morale" will have a say in your "Reloading" times whatever you do anyway.
