It's not exactly the same, but this one can be found on the (older) legacy downloads page:

I'm sure there are similar bearing wheels (modified Uboat map icons) in the more recent download section.

No actually. AOB are measured from the target's point of view, starting from his bow. And increasing along both the port and starboard direction. It is an easy mistake to make but it should be understood as Angle on (Target) Bow. These wheels are only for your own ship. At best they can give relative bearings of distant objects (or help plot them) just like the crew reports to you.

For them to be used to show AOB, these files need to be modded to replace the target icon files (different filename and folders). And if you encounter a convoy then it could be a major framerate drain. As these are large high resolution files that need to be rotated.
