I knew people would get stuck on this, so let me say that in this case, the EU designates the 28 Member States and not the EU as an international organisation/political system/whatever you want to call it. I will admit, however, that even with the lack of external evaluators, the chapter on corruption inside the EU institutions should have at least been included, even if it didn't present data. Just showing it would had calmed things down a bit, especially amongst the general public that does not follow EU news closely and is unaware of how money is spent in the EU.
