Originally it was with German dub, and indeed was only available from within Germany. But international demand, so wrote the German HuffPost (yes, we got it a couple of months ago, too), made the ARD state TV considering their policy, and then they released the English version both to Youtube and their own Mediathek, with the claimed intention to make it available to the international audience. At least that is how I remember that article where I read it. The English original sound that was previously claimed to have been destroyed by the German dubbing, was reset by a heavenly miracle.
