You are correct, and I suspect that is the cause of OP's problem. GWX should (must!) be installed onto a clean, unmodded install of v1.4b. The h.sie patches can, should, and must be added later. They should be activated with JSGME, and are best activated last, or nearly last. The installation instructioins for V16B1-Patch-Kit say to install all other mods first:

"Activate ALL your desired JSGME-Mods in the correct order."

Then modify the Menu.txt and Campaign_SCR.mis files according to the directions. Then move all the files required into the Supplement to V16B1 mod folder. Place the Supplement to V16B1 folder in the MODS folder of the SH3 game folder. Then - and only then - activate Supplement to V16B1 using JSGME.

If you follow these directions, you can only activate h.sie's patches last.

My advice to scott_c2911: First, go back and re-read all documentation from SH3, GWX, and all mods you plan to use, including h.sie's patcher. Next, completely uninstall SH3. Delete any orphan files. Run a good registry cleaner. Then install SH3. Patch it to v1.4b if necessary. Test run. Install GWX v3.0. Install and run JSGME. Test run. Unzip and move all desired mods to the Mods folder which JSGME creates in your game folder. Activate these mods using JSGME. Test run after you activate each mod. Now follow the installation instructions for preparing Supplement to V16B1. Activate Supplement to V16B1 using JSGME. Everything should work fine. If not, please come back and we will try to help.
