Contrary to popular belief, the NHS is NOT free - we pay for it through our taxes. I don't mind paying my share but I don't want to pay for people who are only here for the 'free' healthcare.
I have insurance when I travel abroad for exactly this reason. They should do the same.
No insurance, no entry into the UK, if the customs officers did their job properly there wouldn't be any need for this.
