Just imagine yourself standing before the periscope having your hands on the handles. If you click with the mouse on the handle - think about it as if you would always *push* the handle - now it should make sense:
on the left -> clockwise rotation of periscope
on the right -> counter-clock rotation of periscope
I think DW is is correct in this point.
