Isn't a milk cow a mod, so it was probably written into the mod that way? Whereas an actual port like Algiers is built into the game itself, so the standard game rules apply instead of the modded milk cow rules? |
I don't think the milk cow mod changed how this works - I think the cows just work like regular ports in this regard - IIRC, this very same behavior happened to me the one time way back when I stopped into Wilhelmshaven hoping to top up torps and fuel and head out again rather than heading all the way back to my home port of Kiel, so I don't think this is anything unique to the cows.
