I had this problem on several installations on different rigs it was so annoying I decided to fix it somehow, especially because I wanted to use venatore's Elite U-Boat Binocular Mod which this fix incorporates his texture and for which this fix would not exsist if it was not for that texture and the decision to learn a few tricks about modding for myself. I thought i was alone with this binocular Glitch or I would have uploaded it somewhere 2 years ago.

For stock/vanilla users without JSGME just unzip and open the mod and open shIII back up your original binocular dat file in data/library and place the new file in. open the data/textures/Tnormal/tex folder backup the 01_binoculars.tga and place the new one in. close it up start the game and the binoculars are fixed.
note: The problem I found was a corrupt 3D model I don't know why it happens I ran shIII vanilla for a couple of years but from 1.3 to 1.4b somehow it got corrupted and after i retired the DVD and bought the digital download shIII 1.4b the binoculars were also missing. using the 3D model from the AI crew and rotating the 01_binocular.tga to line up with it gave me a perfect result.
