Namibian Uranium assays at between 300 and 1,000 parts per million (ppm) of U3O8. The article is not clear whether they had 1,000 grams of U3O8 or 1,000 grams of Uranium. If they suspect it came from the mine, it would be the former... meaning that they were carrying a 2 pound rock with them.
U3O8 is trading on the open market at about $35.00 per pound. These guys had a rock worth $70.00. There is no shortage of U3O8 in the world market and it is an openly traded ore.
There may be some local laws about selling U3O8, but the primary hazard of 1 kilo of U3O8 is dropping it on your foot.
